Default new mesmer Panic, Inepititude, etc.?

I've started a new mesmer and I have yet to decide wether he should go illusion or domination. To help with my decision I would like to know how you guys fell about these 3 elite skills, thier usefuleness, and which do you f"eel" is the best.

Here's my tuppence, and I'm assuming that your new Mesmer is PvE...

Ineptitude isn't all that bad in PvE, although the 20 second recharge means that you'll only realistically be able to use it to hinder one enemy at a time (unless you make a copy of it with Arcane Echo).

Panic is definitely not the kinda hex that I would want to pack for PvE. Yes, it's powerful, but its very high cost and the relatively low number of monsters that use signets make this elite somewhat lacklustre.

Energy Surge is the elite I usually run on my bar, unless I need something different for the situation. While the energy denial aspect of it is less useful in the PvE environment, the AoE damage it can cause makes it a solid choice to help add some extra pressure.

Personally, I prefer to run Domination based builds in PvE. Domination is primarily focused around disrupting enemy spellcasters, and considering that 7 of the 10 professions use spells to some degree or other it lets you deal with a wide range of different monsters. Add in the change to the "Power" interrupts (done a good while back) that let them interrupt chants as well, and that leaves only two professions (warrior and ranger) that Domination can't fully disrupt (though there's always Empathy to help take care of these two).

Ineptitude's decent enough on an illusions spammer.
Panic is pretty trash for PvE - energy denial is tantamount to useless, and no notable signet-based foes come to mind.

E-Surge is ok, I guess, as a straight DD; however, Hex Eater Vortex kicks it's ass - higher damage, lower recharge time and more useful effect (hex removal > 8 energy drain).
It's only weakness is the fact it's useless in areas without hexes, but it's no biggie 'cause I find myself checking what enemies and skills are gonna be used ahead of time anyway, so I know whether or not it's useable.

Indeed, i love this elite because it enables you to offset empathy's somewhat long recharge (10seconds is kinda long), this also counts for backfire and the 'power' interrupts.

I've just capped Panic with my mesmer and i must say i'm quite dissapointed,
i thought it would be handy for all those 'heal sig' Charr and others but in the end, E-denial is not that gr8 and not that many things use signets. It's still a pretty decent elite though, i use it now for gettin massive energy with auspicious incantation and for spamming 'Cry of Pain' (amazing AoE skill).

For PvE, take either E-Surge or MoR for Domination. For Illusion, Ineptitude is the best, but its hard to get unless you have EotN. I usually just switch between the two.

for PvE MoR dom will be your best bet. Surge is decent but not more than that... the time when Surgers dominated PvP and were useful in PvE is somewhat over as there are much better alternatives. meet, empathy and backfire, your 2 new best friends as a dom mesmer. and with MoR they have reasonable recharge times. just make sure you go secondary ele for GoLE and you'll be fine. also CoF and CoP are pretty nice in PvE.
so far you got Empathy, Backfire, CoF, CoP, GoLE and MoR
a res sig is usually needed so add that too
which leaves us with 1 skill slot for energy management, pick your favourite from the inspiration line...
diversion would be a great addition to the build if you're willing to drop a res sig.

I suggest going Me/A and bring Assassin's Promise, works wonders in PvE and imho is even better than Mantra Of Recall. About the three elites you are discussing, Energy Surge would be my choice because of the nice AoE damage and because is a Dom elite to fit in all posible scenarios, even thoug energy denial is not very useful in PvE unless you use Aneurysm.

I use Assassins promise with Illusion builds as well. Mix it with Kitahs Burden which instantly recharges when your Assassins promise hexed opponent dies. You have a constant energy source. Not to mention you also get a return of energy from Assassins promise. (but on the other hand if you can not kill it you shoot yourself in the foot)
